David Gragan
Nominated on May 26, 2007, by Mayor Fenty to serve as Director of OCP, David P. Gragan has more than 27 years of professional experience. Most recently, he served as the director of CGI Spend Management Solutions, a global information technology services and management consulting firm. Previously, Mr. Gragan managed government procurement affairs for Accenture and Oracle Corporation. As a government procurement professional who served as the director of procurement operations for the states of Indiana and Texas, he has received two awards from the National Association of State Procurement Officials (NASPO) and the National Institute of Governmental Purchasing for his outstanding contributions in government acquisitions. Gragan is a Certified Public Procurement Officer (CPPO) and a lifetime member of NASPO, as well as a member of the Board of Advisors for the National Contract Management Association (NCMA). Before his service in state government, Mr. Gragan was a signals intelligence officer in the United States Marine Corps. Gragan is a graduate of the United States Air Force Academy and the University of Southern California. He currently lives in the District.
