A framework for the IC's AI

The Office of the Director of National Intelligence issued new strategic documents Thursday to guide the intelligence community in its pursuit of ethically using artificial intelligence. ODNI approved a set of ethical principles and a supporting framework for implementation that are meant to ensure “that our use of this technology always complies with all limits on the authorities of the American people have granted to our agencies to conduct our national security mission,” said Ben Huebner, head of ODNI’s Office of Civil Liberties, Privacy, and Transparency. The documents are open to public feedback and will be updated over time, ODNI officials said. Billy Mitchell has the story.

HHS buys system to track CARES Act payments

The Department of Health and Human Services has acquired a system to track pandemic relief payments and grants to health care providers. HHS issued the nearly $10 million award to i3 Federal without competition, citing the urgency of launching a cloud-based HHS CARES Data Platform to coordinate disbursements under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. "Data collection and analysis is of the utmost importance in responding to CARES Act provider relief payments and grants, and coordinating efforts to collect that data will accelerate HHS’s work to protect the public and lessen the spread and impact of this virus," reads the award notice. CISA hires up to protect health sector

The Department of Homeland Security is ramping up its efforts to protect medical organizations from hackers during the coronavirus pandemic by hiring multiple security specialists with strong ties to the health care sector. As the race for a vaccine intensifies, DHS’s Cybersecurity and Infrastructure Security Agency is turning to Josh Corman, who has long evangelized for medical-device security, to help expand the agency’s attempts to secure private-sector networks during the pandemic. Rob Arnold, a former private executive focused on small business’ cybersecurity, is also joining CISA to advise on how COVID-19 has changed cyber risk for critical infrastructure companies. Wilmer out at DOD

Jack Wilmer will resign as CISO of the Department of Defense at the end of the month to take a role in the private sector. Mark Hakun will take over Wilmer’s position in an acting capacity, according to a statement from DOD CIO Dana Deasy. “Jack Wilmer has been an incredible asset to the CIO office,” Deasy said. “It goes without saying that Jack is a true leader in his field.” Jackson Barnett has more.


Lawmakers chide SBA on IT updates

When the Small Business Administration's loan portals were overloaded by businesses seeking economic relief amid the coronavirus pandemic, the agency made technical improvements to lessen the demand. Lawmakers, however, weren't satisfied with that response, saying SBA should've modernized those systems years ago, as originally planned. Rep. Judy Chu, D-Calif., chair of the Committee on Small Business’ Oversight Subcommittee, said: "The agency can’t rely on a system that is incapable of meeting high demand in a crisis."
