Two people at HHS are calling themselves CDO

FedScoop hasn't really written a story like this one before. There are currently two people at HHS claiming the role of chief data officer. Mona Siddiqui has held the title of CDO within the Office of the Chief Technology Officer since 2017, but department CIO Jose Arrieta repeatedly called himself the acting CDO at a conference last week. And it wasn't just some mistake. A spokeswoman for the Office of the CTO said Siddiqui is CDO and Arrieta is CIO. A spokesman for HHS, meanwhile, confirmed Arrieta’s accounting. Four bases named for military’s 5G wireless tests

DOD has named the four bases that will host its upcoming 5G experimentation pilots. Notably, there’s one base for each of the military services represented. The installations were chosen “for their ability to provide streamlined access to site spectrum bands, mature fiber and wireless infrastructure, access to key facilities, support for new or improved infrastructure requirements, and the ability to conduct controlled experimentation with dynamic spectrum sharing,” the Pentagon says. GAO: 18 big agencies continue to ignore key IT workforce planning actions

Despite having guidance for years now, many agencies are still struggling to meet IT workforce and hiring recommendations set out by GAO. Those activities include creating and maintaining a workforce planning process, strategizing to address skills gaps, closing those gaps, monitoring the progress, and reporting that progress to agency leadership. “Agencies’ limited implementation of the IT workforce planning activities has been due, in part, to not making IT workforce planning a priority, despite the laws and guidance which have called for them to do so for over 20 years,” GAO says. GAO’s new Innovation Lab is exploring AI and ML for auditing

When it comes to AI and emerging tech, GAO is usually known only for its watchdog oversight of federal agencies' use of the technologies. But the office is apparently looking for its own applications of artificial intelligence and machine learning with help from a new internal innovation team. These capabilities hold the promise of letting GAO audit data more thoroughly, such as analyzing datasets for improper Medicaid payments. Tajha Chappellet-Lanier has more.


Defense Innovation Board debuts AI ethics principles for defense

The Pentagon is another, much bigger, agency that also wants to harness the power of AI. The Defense Innovation Board issued a report on the principles it believes should guide the ethical use of artificial intelligence by the Department of Defense. The document explores DOD’s existing ethical framework, defines artificial intelligence and what makes the technology different, proposes principles for AI ethics in the department and makes recommendations for the implementation of those principles, with an emphasis on maintaining control and accountability for whatever is built.
