Inside CIA's massive cloud contract

The CIA has a monster multi-cloud contract in the making for the intelligence community. The agency issued a draft request for proposals Tuesday for its forthcoming Commercial Cloud Environment (C2E), which it's said in the past could be worth "tens of billions" of dollars. The draft reveals the multiple-award acquisition strategy will have a 15-year period of performance with a pool of cloud service providers and a cloud integrator to support orchestration. Billy Mitchell has the details on C2E.

VA's EHR will be just fine, Wilkie says

The Department of Veterans Affairs' electronic health record modernization will continue on unimpeded despite losing the official accountable for its successful rollout earlier this week. That's the message VA Secretary Robert Wilkie passed along Wednesday at a press conference, two days after he fired his deputy James Byrne because he had a "loss in confidence." His removal of Byrne “will not impact it at all," he said of the EHR launch, scheduled for late March. Jackson Barnett was at Wilkie's press conference.

DHS needs help with BODs

Binding operational directives (BODs) — the commands that the Department of Homeland Security issues to civilian agencies to shore up their digital defenses — are an important tool for cybersecurity in the federal government. However, the BOD process needs some help, according to the Government Accountability Office, which examined compliance of the five directives issued through December 2018. (DHS has issued eight overall since a 2014 law created the process.) GAO says DHS should coordinate better with stakeholders — including the National Institute of Standards and Technology — in writing the BODs, and the department also must do more to validate what agencies report when it comes to their own compliance. Dave Nyczepir has more.

Report: It's time to break down silos

If the government wants to modernize and grow more efficient, it's going to need to be more connected. The Partnership for Public Service and Ernst & Young released a new report Wednesday that distilled a vision of the future of government into four component pieces: agencies collaborate internally, agencies work together, agencies engage the public and agencies establish connections with nongovernmental stakeholders. In essence, it's going to take some good, old-fashioned breaking down of silos, as people in government are wont to say. “It starts internally,” Venice Goodwine, chief information security officer at the U.S. Department of Agriculture, said Wednesday morning at the Partnership’s launch event for the paper. “It starts within my agency first … and then across agencies to break down those silos as well.” Tajha Chappellet-Lanier has more from the report.

Another Air Force EITaaS contract

Google is the latest company to win a prototype contract under the Air Force's larger Enterprise IT-as-a-service (EITaaS) effort. The services issued a $2 million other transaction agreement (OTA) to Google in December for IT and network security services under the EITaaS risk-reduction effort. Google will also “assess the Air Force’s current enterprise IT landscape and measure the digital experience of Airmen across the Air Force,” according to a news release published Monday. The tech giant will assess how to get the “right data at the right time” to airmen and bring “scalable and secure” networking into the Air Force’s enterprise systems. Jackson has the scoop.
