U.S. scrambles as Euro court tosses Safe Harbor, upending data transfer rules

U.S. officials and tech company executives were scrambling Tuesday to deal with the fallout from a European Court of Justice ruling which tossed out Safe Harbor, the 15-year-old regulatory workaround that let American companies store Europeans’ personal data outside of the EU.
