GSA wants industry help to implement governmentwide Technology Business Management framework

The General Services Administration is moving forward with its plan to implement a Technology Business Management framework across the federal government with a little help from the private sector.

The agency issued a request for information Monday seeking industry input on how the Trump administration can adopt the widely used strategy for tracking IT spending.

GSA has been tasked with the Office of Management and Budget to spearhead the govermentwide adoption of TBM by fiscal 2022 as part of the President’s Management Agenda.

The RFI calls for private sector ideas on how agencies can analyze data from across the government to better monitor what they spend on technology.

TBM proposes to provide greater transparency of IT spending by standardizing the data taxonomy across the technology enterprise and aligning an agency’s financial, IT and business operations. Experts believe this will result in big savings for agencies.

“Of interest to the federal government are capabilities to automatically ingest data from multiple, disparate sources of structured and unstructured data, extract-transform-load the data to help inform spending and consumption based transparency, and use advanced data analytics and business intelligence capabilities to provide a standardized view of IT spend through the various layers of the Technology Business Management Taxonomy,” the RFI says.

The framework has already been adopted at agencies like the Department of Education and GSA, and plays heavily in the President’s Management Agenda.

The RFI also calls for industry partners to supply information about software solutions on the market that might be able to support adoption of TBM taxonomies, with features like data cleansing and mapping to aid data standardization.

GSA officials will also host a virtual industry event June 26 to provide more information about  applying TBM to IT spending policies and solicit questions from industry.

Vendors can also apply to participate in a future reverse industry day. To do so, they must apply with a written statement about the software or service solution they propose to demonstrate by July 9. They’ll be able to demonstrate their software or service solutions to GSA on July 27 and 30 in both in-person and virtual demonstrations.
