Liza Hearns
Acting Deputy Director, Office of Technology Operations & Planning
Environmental Protection Agency

Liza Hearns is the Acting Deputy Director of the Office of Technology Operations and Planning at the EPA. Liza provides leadership and managerial oversight for the Office of Technology Operations and Planning focusing primarily on technology operations. The Office is responsible for providing IT operations and services for the entire Environmental Protection Agency (EPA) of over 20,000 users located in nearly 50 locations across the United States. The Office includes a staff of 185 persons and a budget of nearly $190 million.

Liza’s focus areas include expansion of EPA’s use of cloud services, improvements in eDiscovery operations, advancement of 508/accessibility programs, environmental management of IT, implementation of mobile strategy and improving customer access to IT in promotion of the Agency’s mission.

Mike Dye
Chief Technology Officer for Civilian
NetApp U.S. Public Sector

Mike Dye is the Chief Technology Officer for NetApp U.S. Public Sector. In this role, Mike focuses on helping Civilian Agencies move their mission forward by evolving their technology environment with best-of-breed data management and data storage solutions.

As NetApp’s Civilian CTO, Mike is responsible for the strategy and development of customer’s cloud based and traditional IT environments. Through thought leadership and customer briefings, Mike understands the challenges government customers face from the data center to the hybrid cloud and provides strategic guidance to help them succeed now and into the future.

With over 30 years of experience in the IT industry, Mike is a proven leader in the Information Technology space. Mike’s knowledge spans from systems to storage. Prior to joining NetApp in 2014, Mike worked at Dell as the Storage Solutions Architect for their Washington Solution Center for over three years. Throughout his career, Mike has also held key positions at IBM, HP, Oracle, and Sun Microsystems.

Mike holds a BS in Information Systems Management from the University of Maryland.

Kevin Baker
Associate CIO for Enterprise Planning and Performance
Federal Communications Commission

Kevin Baker is the Associate CIO for Enterprise Planning and Performance (EPP) at the Federal Communications Commission. Most notably, he is the FCC CIO’s senior official responsible for ensuring the FCC makes sound investments in IT capabilities and solutions. Mr. Baker plays a pivotal role in transforming the FCC to a cloud-centric organization by championing the use of new approaches to complex government challenges. In this role he has responsibility for developing and defining the IT strategy, planning and monitoring technology investments, and ensuring good stewardship of the taxpayer dollar.

Wyatt Kash is an accomplished business media executive and award-winning editor and journalist who has been following government IT trends for the past decade in senior leadership roles at InformationWeek Government, AOL Government, Government Computer News and Defense Systems.
